EPADS-S-250321794 TC/BR/A.E.E/425/2025 dated:12.03.2025 (Procurement of Works Town Committee Gharo Cost-42.21 In terms of Rule-18 response time shall not be less than fifteen calendar days in case of National Competitive Bidding, however, in the instant case the NIT mention issuance of date is 27-3-24 and last date of issuance of bidding documents not to be mention , hence, response time allowed is less than fifteen days. PA is required to extend the deadlines accordingly. The Procuring Agency has mentioned the time of last date of issuance of bid to be during offce hours and the submission of bids will be same date at 2:00 pm and opening will be 3:00pm .the p.a must be justify as required under Rule-17(3)(c) read with Rule-41(3) of SPP Rules, 2010 (Amended 2019) The procuring agency not be mention the 2nd attempt date and time in nit .the p.a must be required to rectification In bid data sheet the p.a mention the date of opening of bid will be 12-3-25 and the submission will be 27-3-25 the p.a must be clearification and justification Procuring Agency has asked evidence of ownership of machinery in eligibility criteria, whereas a contractor may obtain such machinery on lease/rent basis for project as per clause-2.16(A)(iii) of Regulation for works, therefore, above condition is in conflict with Rule-44 of the SPP Rules, 2010. Rectification is required Bidding documents do not contain the Integrity Pact as required under Rule-89. Procuring agency is required to rectify the infirmity PA is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017.
