1) Asking Bid Security in the shape of specific instrument, which is against the provision of Rule-37 of SPP Rules (read with policy instructions of SPPRA circulated vide letter No:MD/SPPRA/2025-26 dated 11.05.2026) according to which; P.A has to specify all permissible forms of bid security and bidder(s) have their discretion to submit their bid security in any one of form as prescribe in Rule-37(2) of SPP Rules, 2010 2) Procuring Agency has asked % of bid amount in lieu of bid security which conflicting the provision of Rule-37 of SPP Rule, 2010 amended vide SGA&CD notification dated 25.08.2025 3) Condition i.e. firm must have 50-contracts on EPAD system is against the provision of Rule-44 of SPP Rules 4) 3) 180-days of validity period is mentioned whereas as per Rule-38 bid validity shall not be more than 90-days in case National Competitive bidding. 5) The bidding documents do not contain amount and manner of payment of performance security required in terms of Rule-21(1)(d) of SPP Rules, 2010. Before proceeding further procuring agency is required to upload bidding documents and extend the response time accordingly 6) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred.
