Condition i.e. List of equipment and machinery owned by the Firm along with ownership documents, needs justification as per nature of procurement with assurance of compliance of Rule-44 of SPP Rules. 2. Procuring Agency has asked bid security 5%. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity…………. 3. List of Machinery & Equipment has been asked but it is not clear which type of machinery /equipment is required for the subject work. Justification / rectification is required. 4. Procuring Agency has mentioned two different amount for performance security in bidding documents (i.e. 7% and 5% mentioned in bid data sheet /bidding documents, which is not as per SPP Rule-39. Procuring Agency is required to mention specific percentage of performance security in terms of Rule-39………. 5. Required quantities of items are not mentioned in schedule of requirement in the instant case tentative quantities are required to be mentioned in schedule of requirement. Rectification is required. 6. Procuring Agency has mentioned minimum experience last three years in NIT whereas, five years experience mentioned in Technical Evaluation Criteria in bidding documents. Justification is required 7. Evaluation Criteria is ambiguous as P.A has assigned marks against mandatory requirement as Lowest Evaluated as well as Most advantageous evaluation procedure has been mentioned without specifying the formula of selection. 8. Only Sindhi language newspaper clipping of NIT posted on E-PADs. PA is required to upload newspaper clipping of NIT published in leading dailies of English, Urdu and Sindh languages in terms of Rule-17(1A) & (2) of SPP Rules, 2010…………. 9. Invites bids for the various items i.e.Stationery, Diet Items (Food) and Consumable Items specified in the schedule of requirements along with technical Specifications mentioned in the scope of bid in bidding documents, but same is not envisaged in the bidding documents/ schedule of requirement. Justification required. 10. Procuring Agency is required to upload signed copy of each and every page of Bidding Document to enabling the bidder(s) to submit their bids by downloading Bidding Document from SPPRA (E-pads) website as defined in the Rule-24 (2) of the SPP Rules, 2010………….. 11. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA(https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred………… 12. Procuring Agency is required to rectify/justify the above in timely manner………. 13. PA is required to pay web-hosting charges……… It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit.
