Pre-Qualification
Pre-qualification is used for large, complex, or specialized works and services, where the procuring agency wants to confirm bidders have the technical capacity, financial standing, and relevant experience to perform the contract before inviting priced bids.
Firms submit qualification information (past project experience, equipment, key staff, financial statements) against published criteria; only those who meet the minimum criteria are then invited — or permitted — to submit a full bid in the next stage. This differs from post-qualification, where all bids are opened and only the lowest bidder's qualifications are checked afterward.
