Preliminary Assessment / Observations / Findings: EPADS-S-250492050 DIGP I.T CPO Karachi Upgradation of wireless communication system for Police-15 PA has not uploaded notification of Procurement Committee, Complaint Redressal committee as per Rule-7&31 of SPPRA Rules, 2010, which is required to be uploaded at the earliest/ prior to opening of bids. PA has not uploaded the Annual Procurement Plan in bidding documents as per Rule-11 of SPPRA Rules, 2010. PA is advised to upload APP on EPADS prior opening of bids. Affidavit that firm has never been black-listed be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted suppliers by any government/donor agency”. Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). PA has not uploaded the Integrity Pact as per Rule-89 of SPPRA Rules, 2010, the same may be uploaded prior to opening. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
