"1) The P.A has asked Bid Security in the shape of specific instrument only, which is against the provision of Rule-37 of SPP Rules (read with policy instructions of SPPRA circulated vide letter No:MD/SPPRA/2025-26 dated 11.05.2026) according to which; P.A has to specify all permissible forms of bid security and bidder(s) have their discretion to submit their bid security in any one of form as prescribe in Rule-37(2) of SPP Rules, 2010 2) Procuring Agency has asked % of bid amount in lieu of bid security which conflicting the provision of Rule-37 of SPP Rule, 2010 amended vide SGA&CD notification dated 25.08.2025 3) Procuring Agency has not uploaded copy of PC, CRC & APP required under Rule-7, 11 and 31 of SPP Rule, 2010 4) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred. 5) Procuring Agency has asked affidavit that firm should never been blacklisted by the Government Department. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition
