i. 5% of quoted amount has been specified as the bid security. However, in accordance with Rule-37(1) of SPP Rules as amended vide notification dated 25.08.2025, the bid security shall be a fixed amount which shall not exceed 5% of the estimated value of procurement. P.A is required to rectify the same. ii. Procuring Agency has asked affidavit that firm has never been blacklisted by any government, semi government. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. iii. The Procuring Agency has not required the mandatory requirement for the evaluation of bids for qualification. Resultantly, bidders who will not provide some mandatory requirement like experience or bank statement, etc, will not get marks eligible for qualification. Rectification is required. iv. The Procuring agency has not uploaded the PC and the CRC Notification which is the violation of Rule-7 & Rule-31 of SPP Rules,2010. PA is required to upload notifications prior to opening of bids. v. The Procuring Agency is required to upload newspaper clippings of the NIT published in at least three widely circulated leading dailies of English, Urdu, and Sindhi languages. vi. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred. v. PA is required to pay web-hosting charges.
