(1) Procuring Agency has not uploaded copy of P.C, CRC & APP required under Rule-7, 11 and 31 of SPP Rule, 2010 As per estimated cost, the NIT is required to be Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010. Condition No:9 of NIT envisaged that Technical and Financial Bid to be opened on same day whereas as per provision of Rule-46(2)(e) of SPP Rule, the gap between the period from uploading the technical evaluation report on EPAD system and Financial opening shall be atleast seven days. The bidding documents do not contain amount and manner of payment of performance security required in terms of Rule-21(1)(d) of SPP Rules, 2010. Before proceeding further procuring agency is required to upload bidding documents and extend the response time accordingly The P.A has asked Bid Security in the shape of 'Pay Order' only, which is against the provision of Rule-37 of SPP Rules (read with policy instructions of SPPRA circulated vide letter No:MD/SPPRA/2025-26 dated 11.05.2026) according to which; P.A has to specify all permissible forms of bid security and bidder(s) have their discretion to submit their bid security in any one of form as prescribe in Rule-37(2) of SPP Rules, 2010 The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred.
