Preliminary Assessment / Observations / Findings: PADS-S-250331865 Regional Directorate of Food (Karachi Region) Transportation of Wheat & Bardana From other District of Sindh to Godowns/PRCs of Karachi Region Procuring agency (PA) has uploaded only Sindhi language newspaper clipping. PA is required to upload newspaper clipping of NIT published in widely circulated at least three leading daily of English & Urdu language in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). PA has uploaded Notification of Complaint Redressal Committee, which does not based on Rule-31 of SPPRA Rules, 2010, there is mentioned Additional Director Food (FA) as Independent Professional, the same may be re-notified prior to opening of bids. PA has not uploaded Integrity Pact as per Rule-89 of SPPRA Rules, 2010, the same may be uploaded, prior opening of bids. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
