i. Complaint Redressal Committee is not comprise as Independent Professional from relevant field in terms of Rule-31(2)(b)of SPP Rules, 2010. P.A may advised to reconstitute CRC and upload revised notification of CRC.
ii. The procuring agency has included specific brand names, model numbers or catalogue numbers without mentioning the words “Or equivalent”, which is violation of Rule-13(1) of SPP Rules, 2010. The procuring agency is required to rectify the infirmity and extend the response time.
iii. 2% of quoted amount has been specified as the bid security. However, in accordance with Rule-37(1) of SPP Rules as amended vide notification dated 25.08.2025, the bid security shall be a fixed amount which shall not exceed 5% of the estimated value of procurement. P.A is required to rectify the same.
iv. The P.A has asked Bid Security in the shape of 'Pay Order' only, which is against the provision of Rule-37 of SPP Rules (read with policy instructions of SPPRA circulated vide letter No: MD/SPPRA/2025-26 dated 11.05.2026) according to which; P.A has to specify all permissible forms of bid security and bidder(s) have their discretion to submit their bid security in any one of form as prescribe in Rule-37(2) of SPP Rules, 2010.
The Procuring Agency is required to rectify/justify the above in timely manner.
