Violation Notes
• NIT consists of 13-items but bid documents of item No:7, 8 and 13 are not uploaded on EPAD system. Clarification is required.
• The conditions for submission of bids do not reflecting the procedure as per requirement of EPAD System
• In terms of Rule-47(1) Single Stage One Envelope bidding procedure shall be used as the standard bidding procedure for procurement of goods, works and services of simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case, most of items seems to be simple and routine nature, the procuring agency has used single stage two envelope procedure. Besides, evaluation criteria consist of only some documentary requirement for 'Single Stage One Envelope' procedure is appropriate. Procuring Agency is advised to furnish justification for the same.
• Criteria for ‘Stationary and Printing’, LP Day to day is not clear about amount of turn over and relevant experience.
• As per procurement plan total estimated cost of item ‘Drug/Medicine (LP Bulk) and (LP Day to day) is Rs.395.44 M for which following needs justification:
(a) If both items are of single head of budget then why procuring Agency has split in parts?
(b) If both items have separate head of budget then why Procuring Agency has mentioned cumulative estimated cost in the procurement plan?
(c) Criteria for item ‘Drugs/Medicine L.P Bulk shows that Procuring Agency has assigned minimum marks for annual turn over @ Rs.500.0 Million, which may violate Rule-44 of SPP Rule, 2010.
(d) Criteria for item ‘Drugs/Medicine L.P Bulk…06-marks assigned for providing turnover upto Rs.1000.0 Million on the other hand 04-marks assigned for providing turnover more than Rs.1000.0 Million
• Criterion i.e. Valid Authority letter from Authorized Importer/ Distributor mentioned in the bid document of each item of NIT whereas same is seems not applicable in items like; Janitorial Services/ Security Services etc.
• P.A intends to higher various employees on contract basis through Procurement of Rendered Services at Liaquat University Hospital, Hyderabad / Jamshoro, but neither requisite eligibility criteria of employees provided nor it clear about period of contract.
2. In view of above, it is advised to take an appropriate action prior to proceed further to avoid Mis-Procurement.
