Preliminary Assessment / Observations / Findings: EPADS-S-241241126 Purchase and Store Office Sindh Agriculture University Tandojam. Tender For On-Grid/ Hybrid (As Requirement May Be) With Net Green Meter Solar. Estimated Cost 50 Million. The Procuring agency is required to upload newspaper clipping of NIT Published in widely circulated leading dailies of English, Urdu and Sindhi language(s) in terms of Rulr-17(2) of SPP Rules, 2010 and Authority’s instructions circulated vide No.MD/SPPRA/1-1(GEN)/2021-22/0927 dated 17th March, 2022 prior to opening of bids. Procuring Agency has mentioned Turn-over 5 Million (Last Three Year) in Bidding Documents. “As per SPPRA guideline para 2.16 A(iv) turnover must be equal as per estimated cost or twice time more than estimated cost. Rectification is required prior opening of bid. Procuring Agency has asked Affidavit of firm that it is not blacklisted. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. PA has not uploaded the Annul Procurement Plan in bidding documents. PA is advise to upload APP on EPADS prior opening of bids. PA has not uploaded notification of Procurement Committee/Complaint Redressal Committee, which is required to be uploaded at the earliest/ prior to opening of bids. PA is required to upload signed copy of bidding documents, enabling bidders to submit their bids by downloading B.Ds from SPPRA website in terms of Rule-24(2) of the SPP Rules, 2010. Procuring Agency (P.A) is required to rectify the observation generated by the system, The Procuring Agency is required to pay web- hosting charges The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV)SGA&CD/4-13/6 dated 20th April, 2017.
