EPADS-S-250261435 EXCISE TAXATION & NORCOTICS DEPARTMENT AMOUNTING TO Rs.50 MILLION WORK:- “SUPPORT & MAINTENANCE OF ET&NC BUSINESS INTELLIGENCE PLATFORM” Procuring Agency has not uploaded the following documents in connection with their NIT published on 01-02-2024 on EPADS:- i) The bids are required to be opened within one hour of deadline of submission, whereas, in the instant case the gap between the submission and opening of bids is more than one hour, which is violation of Rule-41(3). PA has mentioned deadline at 1.00 PM and opening at 3.00 PM. ii) Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). iii) Original tender receipt has been asked as mandatory requirement for evaluation. Justification is required that if a bidder submit his bid by downloading the bidding documents from SPPRA website as mentioned at Rule-24(2) of SPP Rules, 2010 then how he provide original purchase receipt. iv) The Procuring Agency has mentioned that “Affidavit or undertaking on stamp paper that contractors / companies / firms is not involved In any kind of litigation with in Departmental rift, abandoned or unnecessary delay in completion of any work” be rephrased as “the contractors / firm is required to submit procurement related history of litigations”. v) The Procuring Agency has mentioned that “Affidavit or undertaking or stamp paper that firms has not been black listed “be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted suppliers by any government/donor agency”. vi) The Procuring Agency is required to pay web hosting charges. vii) The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV)SGA&CD/4-13/6 dated 20th April, 2017. Viiii) Procuring Agency (P.A) is required to rectify the observation generated by the system.
