In terms of para 2.16(iv) of guideline of SPPRA for procurement of works circulated vide SPPRA Notification no.DD (HRF&CB)/SPPRA/22-23/0942 dated 10th April, 2023; according to which relevant experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. In the instant case period is not mentioned.
The Procuring agency is required to upload newspaper clippings of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(1A) read with Rule-17(2), 18 and Authority’s instructions circulated vide No.MD/SPPRA/1-1(GEN)/2021-22/0927 dated 17th March, 2022.
The CRC is not headed by head of PA or an official of PA atleast one rank senior to the Head of PC, as required under Rule-31. PA is required to re-notify the CRC, prior to opening of bids..
PA is required to pay web-hosting charges.
Procuring Agency is required to rectify/justify the above in timely manner.
