(1) Original purchase receipt has been asked as mandatory requirement for evaluation. Justification is required that if a bidder submit his bid by downloading the bidding documents from SPPRA website as mentioned at Rule-24(2) of SPP Rules, 2010 then how he provided original purchase receipt. (2) Estimated cost of assignment is Rs.26.0 Million whereas minimum marks have been fixed for turn over of Rs.600.0 Million which is too high and is in contradiction with the provision of Rule-44 of SPP Rules (3) PA is required to pay web-hosting charges. (4) PA is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017."
