i. The Procuring agency is required to upload newspaper clipping of NIT Published in two widely circulated local English language as well as international newspaper in terms of Rule-17(6) of SPP Rules, 2010, prior to opening of bids. ii. PA has not uploaded notification of Procurement committee, which is required to be uploaded at the earliest/ prior to opening of bids in terms of Rule-7 of SPP Rules, 2010. iii. Marks are not asking for assigned for net assets below 149-299 USD, similarly marks are not asking for Annual Turnover 401 (M) to 799 (M), justification is required. The Procuring Agency is advised to make clear evaluation criteria. iv. In Para 13.2, the Procuring Agency has stipulated that “Bid Security shall be an irrevocable bank guarantee in the form attached as Bidding Form.” However, as per the SPPRA Guidelines issued vide letter No. MD/SPPRA/2025-26/945 dated 11th May, 2026, Procuring Agencies are required to specify all permissible forms of Bid Security in the bidding documents and procurement notices in accordance with Rule 37(2) of the SPP Rules, 2010. v. Procuring agency is required to pay NIT Hosting Charges in accordance with this Authority’s letter dated 18.05.2018 in favour of Director (A&F), SPPRA through crossed cheque / Pay Order / Demand Draft.
