Preliminary Assessment / Observations / Findings: EPADS-S-250261610 Purchase Office, University of Karachi Supply of Gold Plated Silver Medals (0042-2025) Procuring Agency has uploaded corrigendum vide letter reference No. P.O/0042-2025 dated 13th February, 2025 which appeared in this newspaper and hoisted on SPPRA website (E-PADS) on 12-02-2025 for the supply of Gold Plated Silver Modals for University of Karachi. The following correction have been made which are as under:- 1 http://sindh.eprocure.gov.pk/#/auth/autt/login instead of https://eprocure.gove.pk. 2 http://portalsindh.eprocure.gov.pk/#/instead of e-PADS 3 The University of Karachi reserves the right to reject any or all the bids or proposals at any time in accordance with SPPRA Rules 2010 instead of the University of Karachi reserves the right to vary Quantities. Accept of reject any of all the bids or proposals at any time in accordance with SPPRA Rules, 2010. The last date submission and opening of bid document is extended upto 3rd March, 2025 at 11:00 a.m. The same has been uploaded on SPPRA and officials website of Universit of Karachi. Procuring Agency has not mentioned the amount of Turn-over (Last Three Years) in Bidding Documents. “As per SPPRA guideline para 2.16 A(iv) turnover must be equal as per estimated cost or twice time more than estimated cost. Rectification is required. PA has not uploaded notification of Procurement committee/ Complaint Redressal committee, which is required to be uploaded at the earliest/ prior to opening of bids. PA has not uploaded the Annul Procurement Plan in bidding documents. PA is advise to upload APP on EPADS prior opening of bids. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
