(1) The Procuring agency has not Uploaded the CRC and the Procurement Committee Notification which is the violation of Rule-7 & Rule-31 of SPP Rules, PA is required to upload prior to opening of bids. (2) The hard copy of Procurement Plan is not attached (3) The Procuring Agency has not asked quantum of bid security and performance security (4) Procuring Agency has not mentioned the completion period of justification is require. (5) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred (6) The Procuring Agency has not required the mandatory requirement for the evaluation of bids for qualification. Resultantly, bidders who will not provide some mandatory requirement like experience or bank statement, etc, will not get marks eligible for qualification. Rectification is required. (7) The Procuring Agency is required to upload newspaper clippings of the NIT published in at least three widely circulated leading dailies of English, Urdu, and Sindhi languages. (8) In terms of Rule-47(1) Single Stage One Envelope, the bidding procedure shall be used as the standard Bidding procedure for the procurement of goods, works, and services of a simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case, which seems to be of a simple and routine nature, the procuring agency has used a single-stage two-envelope procedure. Besides, the evaluation criteria consist of only some documentary requirements, as the 'Single Stage One Envelope' procedure is appropriate. The Procuring Agency is advised to furnish justification for the same.
