Preliminary Assessment /Observations/Findings: i. i.NIT consists of 05 works/items whereas P.A posted bidding documents of each work/item separately by creating separate NIT I.D on EPADS which is not appropriate & P.A should pay of hosting charges against each NIT I.D therefore it cannot be treated as efficient procurement process. ii. ii.The procuring agency has mentioned different date of submission and opening of bids in NIT i.e 27-12-2024 whereas mention on EPAD website 30-12.2024. iii. The procuring agency is required to upload signed copy of bidding documents, enabling bidders to submit their bids by downloading B.Ds from SPPRA website in terms of Rule-24(2) of the SPP Rules, 2010. iv. The procuring agency is required to pay NIT hoisting charges in accordance with this authority’s letter dated: 18-05-2018 available on the following link of the authority’s website http://www.pprasindh.gov.pk/policies/Policy18May2018.pdf. v. It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules, 2010 in letter and spirit. Violation of any SPP Rule/Act/Instruction will tantamount to mis procurement.
