Preliminary Assessment / Observations / Findings: EPADS-S-250301777 Quaid-e-Awam University of Engineering Science & Technology Supply and Installation of Furniture & Fixture for Software Engg: & Environmental Engg: Departments at QUEST, Nawabshah Schemes / items mentioned instant NIT are not covered by annual procurement plan uploaded by PA, it is advise to rectify the infirmities at the earliest. Procuring agency has mentioned in name of procurement the work i.e. Supply and Installation of Furniture & Fixture for Software Engg: & Environmental Engg: Departments at QUEST, Nawabshah whereas the mentioned in bidding documents i.e. SUPPLY & INSTALLATION OF 200 KW SOLAR SYSTEM (Without Batteries). PA is advise to extend the response time accordingly. The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. Procuring Agency has mentioned the submission date in NIT i.e. 25-03-2025 at 10:00 a.m. whereas the mentioned opening date i.e. 25-03-2025 at 12:00 noon. The bids are required to be opened within one hour of deadline of submission, whereas, in the instant case the gap between the submission and opening of bids is more than one hour, which is violation of Rule-41(3). Procuring Agency has asked Affidavit of firm that it is not blacklisted. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. PA has not uploaded the Annul Procurement Plan in bidding documents. PA is advise to upload APP on EPADS prior opening of bids. PA has not uploaded notification of Procurement Committee/Complaint Redressal Committee, which is required to be uploaded at the earliest/ prior to opening of bids. PA is required to upload signed copy of bidding documents, enabling bidders to submit their bids by downloading B.Ds from SPPRA website in terms of Rule-24(2) of the SPP Rules, 2010. Procuring Agency (P.A) is required to rectify the observation generated by the system, The Procuring Agency is required to pay web- hosting charges The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV)SGA&CD/4-13/6 dated 20th April, 2017.
