i. Complaint Redressal Committee does not comprise Independent Professional as required under Rule-31 of SPP Rule, 2010. P.A is required to re-notify the CRC comprising Independent Professional from relevant field, prior to opening of bids. ii. 2.5% of amount has been specified as the bid security. However, in accordance with Rule-37(1) of SPP Rules as amended vide notification dated 25.08.2025, the bid security shall be a fixed amount which shall not exceed 5% of estimated cost. P.A is required to rectify the same. iii. The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010 prior to opening of bids. iv. PA is required to signed copy of annual procurement plan on the website in terms of Rule -11of SPP Rules, 2010. The Procuring Agency is hereby advised to reply to the above mentioned observations/ infirmities.
