Preliminary Assessment / Observations / Findings: EPADS-S-250261539 Sindh Bank Ltd - Supply, Installation and Maintenance of Surveillance Systems. Administration Division Procuring Agency has not mentioned “Or Equivalent” against bill of quantity the page No. 69 serial No. 54 of Cable Manager and Cabling “0.75mm Pakistan Cable with proper coating 3.29. Which is required as per Rule-13 (1) of SPP Rules 2010 (Amended till date). PA has not uploaded notification of Procurement committee notification, Complaint Redressal committee notification, which is required to be uploaded at the earliest/ prior to opening of bids. Procuring Agency has asked Affidavit of firm that it is not blacklisted. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. PA has not uploaded the Annul Procurement Plan in bidding documents. PA is advise to upload APP on EPADS prior opening of bids. Procuring Agency (P.A) is required to rectify the observation generated by the system, The Procuring Agency is required to pay web- hosting charges. The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV)SGA&CD/4-13/6 dated 20th April, 2017.
