(1) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred. (2) As per estimated cost of works, completion period of 24-months seems too long, justification is require. (3) scope of work (S) of NIT, i.e., mentioned various Villages, Surroundings & different areas. But P.A has not uploaded any of BOQ which areas or even the rates, or requirement. P.A is required to be extend the date and upload upload BOQs. The failure to provide a clear BOQs in the bidding documents shall amount to mis-procurement. (4) In terms of para 2.16 (iv) of the guideline of SPPRA for procurement of works circulated vide SPPRA Notification No. DD(HRF&CB)/ SPPRA/22-23/0942 dated 10th April, 2023; according to which relevant experience of similar nature of works ( at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during the last five years, in the instant case P. A has not clearly mentioned that the Experience of how manay years.. Procuring Agency has not mentioned the time period or the experience of how many years. Rectification is required.
