Preliminary Assessment / Observations / Findings: EPADS-S-250492046 Dawood University of Engineering & Technology Karachi RFP FOR CANTEEN/CAFETERIA AND PHOTOCOPY SHOP SERVIC ON RENTAL BASIS Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. Procuring Agency has not mentioned tentative quantity of items in Bidding Documents. PA has not uploaded notification of Procurement committee, Complaint Redressal committee, which is required to be uploaded at the earliest/ prior to opening of bids. PA has not uploaded the Annul Procurement Plan in bidding documents. PA is advised to upload APP on EPADS prior opening of bids. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
