1. Procuring Agency is required to upload signed copy of Annual Procurement Plan as per Rule-11 of the SPP Rules, 2010.
2. The Procuring agency has not upload Notification of Procurement Committee on EPAD. Procuring Agency is required to upload Notification of Procurement Committee in terms of Rule-7 of SPP Rules, 2010.
3. Procuring agency has not upload Notification of Complaint Redressal Committee on EPAD. Procuring Agency is required to upload Notification of Complaint Redressal Committee in terms of Rule-31 of SPP Rules, 2010.
4. Procuring Agency has uploaded only bill of quantities / schedule of requirement, whereas, essential part of bidding documents i.e. bid data sheet, evaluation eligibility criteria, Instructions to bidders, Terms & Condition of Contract and Integrity Pact are not included with the bidding documents. Hence, Rule-21(1) is violated. Procuring Agency is advised to re-upload complete bidding documents and extend the response time accordingly………….
5. Criteria is not clear about requisite list of machinery equipment, requisite list of Engineering and technical staff and its eligibility, therefore it required justification that on which grounds most advantageous bidder will be selected as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010 dated 11.08.2021…….
6. The Criteria mentioned at serial No.4 i.e. List of works in progress indicating cost of each work and copy of letter of award of work, seems ambiguous, as it is not clear as to how PA will evaluate the bidders on basis of list of work in progress. Procuring Agency is required to clarify/ justify……..
7. Only Urdu language newspaper clipping of NIT posted on E-PADs. PA is required to upload newspaper clipping of NIT published in leading dailies of English, Urdu and Sindh languages in terms of Rule-17(1A) & (2) of SPP Rules, 2010………….
8. Procuring Agency has asked affidavit that the Firm/Contractor have not been black listed currently by any executing agency. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition…….
9. Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pad) website as defined in the Rule-24 (2) of the SPP Rules, 2010……..
10. Procuring Agency is required to rectify/justify the above in timely manner.
