Justification is required that if a bidder submit his bid by downloading the bidding documents from SPPRA /EPAD website as mentioned at Rule-24(2) of SPP Rules, 2010 then how he provide original purchase receipt…… 2. Procuring Agency has mentioned Turn-over “minimum equal to half of the quoted bid”. Turnover must be equal as per estimated cost or twice time more than estimated cost required as per rule. Rectification is required………. 3. Procuring Agency has asked affidavit that firm is not currently blacklisted suppliers by any government /doner agency. PA may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition…… 4. Only Urdu & Sindhi language newspaper clipping of NIT posted on E-PADs. PA is required to upload newspaper clipping of NIT published in leading dailies of English, Urdu and Sindh languages in terms of Rule-17(1A) & (2) of SPP Rules, 2010…………. 5. Procuring Agency is required to ensure the compliance of SPPRA Guideline Para-10.3………. 6. Procuring Agency is required to rectify/justify the above in timely manner.
