As Per Preliminary Assessments (24-04-2025) EPADS-S-250492143 S.P. Security VIP-II Karachi Range Repair of (28) Govt. vehicles of Security VIP-II, Karachi Range PA is required to upload newspaper clipping of NIT published in widely circulated at least three leading daily of English, Urdu and Sindhi language in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. Procuring Agency has not mentioned the amount of turnover in eligibility criteria. Original tender receipt has been asked as mandatory requirement for evaluation. Justification is required that if a bidder submit his bid by downloading the bidding documents from SPPRA website as mentioned at Rule-24(2) of SPP Rules, 2010 then how he provide original purchase receipt. Procuring Agency has mentioned as “Undertaking on stamp paper that firm is not involved in any kind of litigation with in Departmental rift,” be rephrased as “the contractors / firm is required to submit procurement related history of litigations”. Procuring Agency has mentioned that “Affidavit to the effect that firm has not been black listed previously by any executing agency be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted suppliers by any government/donor agency”. Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). The Procuring Agency is required to pay web- hosting charges. The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV) SGA&CD/4-13/6 dated 20th April, 2017. It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules. 2010 in letter and spirit. Violation of any SPP Rule/Act/Instruction will tantamount to mis-procurement
