Preliminary Assessment / Observations /Findings:……… 1. The Procuring agency has uploaded newspaper clippings of another NIT hence the above act is falls under Fraudulent practices as defined under Rule-2(q) of the SPP Rules, 2010. The Procuring agency is required to upload newspaper clipping of subject NIT Published in widely circulated leading daily of English, Urdu & Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010. 2. NIT is uploaded on E-PAD accordingly the interested bidders are required to submit & open their bid through the EPAD-System, however, NIT envisaged that bid will be submitted and opened in the office of Procuring Agency, which is against the standard of electronic bid through EPAD. Procuring agency is required to rectify the infirmity and extend response time accordingly……………. 3. The Procuring Agency has not upload Annual Procurement Plan which is violation of Rule-11 of SPP Rules, 2010. Procuring Agency is required to upload copy of Annual Procurement Plan on E-PADs and extend the response time accordingly……..……… 4. The Procuring agency has not upload Notification of Procurement Committee on E-PADs. Procuring Agency is required to upload Notification of Procurement Committee in terms of Rule-7 of SPP Rules, 2010…………… 5. Procuring agency has not upload Notification of Complaint Redressal Committee on E-PADs. Procuring Agency is required to upload Notification of Complaint Redressal Committee in terms of Rule-31 of SPP Rules, 2010……….. 6. Procuring Agency has asked Bid Security of 2.5% of the total bid value. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity……… 7. Marking criteria seems not appropriate. It is not clearly that how many marks in each sub criteria are required for qualification. if a company obtained zero marks in serial No. i & ii of the criteria, however total obtained marks will be for than the firm will be considered as qualified or otherwise. Justification required. 8. Required quantities of items are not mentioned in schedule of requirement in the instant case tentative quantities are required to be mentioned in schedule of requirement. Rectification is required. 9. Bidding documents do not contain the Integrity Pact as required under Rule-89 read with Rule-21(1)(n).……………….. 10. Procuring Agency has asked affidavit that our firm is not blacklisted. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition…….. 11. Procuring Agency is required to upload signed copy of each and every page of Bidding Document to enabling the bidder(s) to submit their bids by downloading Bidding Document from SPPRA (E-pads) website as defined in the Rule-24 (2) of the SPP Rules, 2010………….. 12. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred………….. 13. Procuring Agency is required to rectify/justify the above in timely manner………… 14. PA is required to pay web-hosting charges……….. It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit.
