The Procuring agency has not upload Notification of Procurement Committee on E-PADs. Procuring Agency is required to upload Notification of Procurement Committee in terms of Rule-7 of SPP Rules, 2010…………… 3. Procuring agency has not upload Notification of Complaint Redressal Committee on E-PADs. Procuring Agency is required to upload Notification of Complaint Redressal Committee in terms of Rule-31 of SPP Rules, 2010……….. 4. Procuring Agency has asked bid security 2% of quoted bid price. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity. 5. Receipt of tender fee has been asked as mandatory requirement for evaluation. Justification is required that if a bidder submit his bid by downloading the bidding documents from E-PAD website as mentioned at Rule-24(2) of SPP Rules, 2010 then how he provide purchase receipt…… 6. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA(https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred………… 7. Procuring Agency is required to rectify/justify the above in timely manner………. 8. PA is required to pay web-hosting charges……… It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit.
