1) P.A has not uploaded notification of Procurement Committee in compliance of Rule-7 and CRC in compliance of Rule-31 (2) Procuring Agency has not upload signed copy of procurement plan, which is required to be uploaded as per Rule-11(3) of the SPP Rules, 2010. (3)The criteria must clearly mention minimum requirement e.g. minimum experience (in terms of years and contracts over a period of time) and minimum amount of turn-over in terms of Rule-46(1)(a). In the instant case three years experience asked but it required to be further elaborate by asking number of assignments done. Besides Annual Turn over has not been asked. Procuring Agency is required to extend the response time accordingly (4) PA is required to pay web-hosting charges. (5) PA is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017.
