(1) The Procuring agency is required to upload newspaper clipping of NIT Published in at widely circulated leading dailies of English, languages in terms of Rule-17(2) of SPP Rules, 2010. (2) P.A may ensure the compliance of para 2.16(iv) of guideline of SPPRA for procurement of works, according to which; average annual financial turnover not less than equivalent cost of the scheme/project during last five years. In the instant case Procuring agency has asked Annual turn-over less than estimated cost for only three years. Justification / rectification is required. (3) P.A has not uploaded notification of Procurement Committee in compliance of Rule-7 and CRC in compliance of Rule-31 (4) Procuring Agency has not upload signed copy of procurement plan, which is required to be uploaded as per Rule-11(3) of the SPP Rules, 2010. (5) PA is required to pay web-hosting charges. (6) PA is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017."
