In terms of para 2.16(iv) of guideline of SPPRA for procurement of works circulated vide SPPRA Notification no.DD (HRF&CB)/SPPRA/22-23/0942 dated 10th April, 2023; according to which relevant experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. In the instant case period is not mentioned. 2. The Procuring agency has not upload Notification of Procurement Committee on EPAD. Procuring Agency is required to upload Notification of Procurement Committee in terms of Rule-7 of SPP Rules, 2010 . 3. Procuring agency has not upload Notification of Complaint Redressal Committee on EPAD. Procuring Agency is required to upload Notification of Complaint Redressal Committee in terms of Rule-31 of SPP Rules, 2010. 4. Procuring Agency has asked affidavit that “firm has never been black listed”. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. 5. PA is required to pay web-hosting charges. 6. Procuring Agency is required to rectify/justify the above in timely manner. 7. It may be noted that It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules, 2010 in letter and spirit. Violation of any SPP Rule/Act/Instruction will tantamount to mis procurement.
