According to NIT, Procuring Agency has adopted the single stage one envelope procedure but, as per Evaluation / Eligibility Criteria mentioned in bidding documents consists of some documentary requirements seem to be the Single Stage Two Envelope procedure i.e. marks base criteria, technical and financial weightage etc, therefore it cannot be treated as efficient procurement process. Rectification required………. 2. The Procuring Agency has not mentioned bid validity period in the bidding documents, as required under Rule-21 (1) (m) of SPP Rules, 2010………. 3. Procuring Agency has uploaded only bill of quantities / schedule of requirement and evaluation eligibility criteria, whereas, essential part of bidding documents i.e. bid data sheet, Instructions to bidders, Terms & Condition of Contract are not included with the bidding documents. Which is required in terms of Rule-21(1). Procuring Agency is advised to re-upload complete bidding documents and extend the response time accordingly………… 4. Procuring agency has mentioned two different time for Experience in bidding documents . Procuring agency is required to rectify the infirmity In terms of SPPRA Notification no.DD (HRF&CB)/SPPRA/22-23/0942 dated 10th April, 2023;……….. 5. As per para 2.16(iv) of guideline of SPPRA for procurement of works; average annual financial turnover not less than equivalent cost of the scheme/project during last five years is required. In the instant case annual turn over is not as per above provision…….. 6. Criteria is not clear about requisite list of Key Permanent Technical staff, therefore it required justification that on which grounds most advantageous bidder will be selected as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010 dated 11.08.2021.…….. 7. Procuring Agency is required to rectify/justify the above in timely manner.
