"(1) The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010. (2) Procuring Agency has not uploaded copy of notification of Procurement Committee in compliance of Rule-7 and CRC in compliance of Rule-31 (3) Procuring Agency has not upload signed copy of procurement plan, which is required to be uploaded as per Rule-11(3) of the SPP Rules, 2010. " (4) P.A has not used Standard B.D of Civil Works as pr requirement of Rule-21(3) (5) The experience and turnover required by the procuring agency is not in accordance with SPPRA Notification no.DD (HRF&CB)/SPPRA/22-23/0942 dated 10th April, 2023; according to which as per para 2.16(iv) of guideline of SPPRA for procurement of works; average annual financial turnover not less than equivalent cost of the scheme/project during last five years and Experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. In the instant case relevant experience and turn over is neither as per above provision nor it relevant to Civil Work as P.A has asked for supply of goods and services (6) Procuring Agency is required to upload signed copy of Bid Document(s) to enabling the bidder(s) who submit their bids by downloading Bid Document from SPPRA website as defined in the Rule-24 (2) of the SPP Rules, 2010.
