EPADS-S-250351923 University of Sufism & Modern Sciences Bhitshah WORK:- RENOVATION OF PARK AND SITTING AREAS Procuring Agency has not uploaded the following documents in connection with their NIT published on 29-03-2025 on EPADS:- i) Procurement Committee Notification as per Rule-7&8. ii) Complaint Redressal Committee as per Rule-31 of SPPRA Rules, 2010 iii) Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). iv) Deadline of submission of bids i.e. 10:00 AM and opening at 12:30 PM. The bids are required to be opened within one hour of deadline of submission, whereas, in the instant case the gap between the submission and opening of bids is more than one hour, which is violation of Rule-41(3). v) Procuring Agency has not uploaded the above mandatory requirement of NIT, the same may be uploaded prior to opening of bids. vi) PA has mentioned at Para-2 (Eligibility Criteria) that “affidavit that bidder have not been black listed by any Government to the effect that whether he is not involve any litigation and not abandoned the work in any government Department and not black list be rephrased as “the contractors / firm is required to submit procurement related history of litigations” and for black listing be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted suppliers by any government/donor agency vii) The Procuring Agency is required to pay web hosting charges. viii) The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV) SGA&CD/4-13/6 dated 20th April, 2017. vii) Procuring Agency (P.A) is required to rectify the observation generated by the system.
