Preliminary Assessment /Observations/Findings: 1. NIT consists of 02 works/items whereas P.A posted bidding documents of each work/item separately by creating separate NIT I.D on EPADS which is not appropriate & P.A should pay of hosting charges against each NIT I.D therefore it cannot be treated as efficient procurement process. 2. It seems the CRC does not comprise independent Professional, as required under Rule-31. PA is required to re-notify the CRC comprising Independent Professional from relevant field, prior to opening of bids. 3. The procuring agency has mentioned time for completion 90 Calendar days seems to be short. PA is required to clarify prior to opening of bids. 4. In terms of para 2.16(iv) of guideline of SPPRA for procurement of works circulated vide SPPRA Notification no.DD (HRF&CB)/SPPRA/22-23/0942 dated 10th April, 2023; according to which relevant experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. In the instant case experience is not mentioned. 5. As per para 2.16(iv) of guideline of SPPRA for procurement of works ; average annual financial turnover not less than equivalent cost of the scheme/project during last five years is required. In the instant case Procuring Agency has not asked Annual Turn over as per above provision. 6. The procuring agency is required to pay NIT hoisting charges in accordance with this authority’s letter dated: 18-05-2018 available on the following link of the authority’s website http://www.pprasindh.gov.pk/policies/Policy18May2018.pdf. 7. It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules, 2010 in letter and spirit. Violation of any SPP Rule/Act/Instruction will tantamount to mis procurement.
