Preliminary Assessment / Observations / Findings:………
1). As per NIT the schedule of issuance is from 08.05.2026 to 25.05.2026, however, procuring agency has posted the NIT and bidding documents on EPAD 15.05.2026 which allowed response time 11 days only from the date of posting of NIT on the EPAD as per schedule mentioned in NIT. PA is required to clarify and justify the delayed hosting of NIT on PPMS website. Which is violation of SPP Rule-18……….
2). Procuring Agency has uploaded NIT along with Corrigendum. In case second attempt dates are mentioned in the NIT, the response time shall be fifteen days from the date of opening of the first attempt should be clearly mentioned to avoid violation of Rule-17(3)(C) read with Rule-41(3) of the SPP Rules, 2010. …..
3). The procuring Agency may ensure compliance of Rule-22 of SPP Rules, 2010……….
4). In eligibility criteria mentioned in bidding documents PEC registration C-3, whereas, works# 01, 03, 05, 09, 10 & 12 fall under C-5 or above and work# 02, 04, 06, 07, 08, 11 & 13 fall under C-4 or above as per PEC categorization. Clarification is required………….
5). Procuring Agency has asked affidavit that the firm has never been blacklisted by any Government/Semi-Government/Autonomous Body. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition…………
6). Criteria is not clear about requisite list of machinery equipment and Bio data of Engineering and Technical staff (Civil & Electrical Graduates) working with the firm, therefore it required justification that on which grounds most advantageous bidder will be selected as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010 dated 11.08.2021………..
7). Procuring agency has mentioned two different minimum time perod for required experience & turnover in eligibility criteria mentioned in NIT and Bidding documents. Procuring agency is required to rectify the infirmities and extend the response time accordingly………..
8). As per estimated cost of works, completion period of 24-months and 36-months seems too long. Justification is required………..
10). Procuring Agency has mentioned two different amount for performance security in bidding documents (i.e. 5% and 8% mentioned), which is not as per SPP Rule-39. Procuring Agency is required to mention specific percentage of performance security in terms of Rule-39………..
11). The Procuring Agency has uploaded a notification of the Complaint Redressal Committee in terms of Rule-31 constituted in 2016 and a notification of the Procurement Committee in terms of Rule-7 constituted in 2025. The procuring Agency has to clarify whether these committees are still functioning with the same members or not. Clarification is required……….
12). In terms of 47(1) single stage one envelope procedure shall be used as standard procedure for procurement of simple and routine nature and where no technical complexity or innovation is involved. However, Procuring Agency (PA) adopted single stage two envelope procedure for routine and simple procurements which is violation of Rule-47(1) &(2) of SPP Rules, 2010. as per amendment notified vide SGA&CD’s notification No: SORI(SGA&CD)2-30/2010 dated 11.8.2021………
13). Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pads) website as defined in the Rule-24 (2) of the SPP Rules, 2010…………
14). The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred…………
15). Procuring Agency is required to rectify/justify the above in timely manner…….
