Preliminary Assessment / Observations / Findings:………
1. Procuring Agency has uploaded only Bid Data Sheet and bill of quantities / schedule of requirement, whereas, essential part of bidding documents i.e. Evaluation Eligibility Criteria, Instructions to bidders, Terms & Condition of Contract and Integrity Pact are not included with the bidding documents. Hence, Rule-21(1) is violated. Procuring Agency is advised to re-upload complete bidding documents and extend the response time accordingly………….
2. The Procuring agency has not uploaded Annual Procurement Plan, in terms of Rule-11 read with Rule-11(3) of SPP Rules, 2010. Before proceeding further Procuring Agency is required to upload Annual Procurement Plan on E-PADs………..
3. The Procuring agency has not upload Notification of Procurement Committee on E-PADs. Procuring Agency is required to upload Notification of Procurement Committee in terms of Rule-7 of SPP Rules, 2010……………
4. Procuring agency has not upload Notification of Complaint Redressal Committee on E-PADs. Procuring Agency is required to upload Notification of Complaint Redressal Committee in terms of Rule-31 of SPP Rules, 2010………..
5. In terms of Rule-46(1) Procuring Agency is required to ask relevant experience and Annual Turnover not less than equivalent cost of the scheme/project during last five years and Experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. In the instant case relevant experience and annual turnover is not as per above provision………
6. Procuring Agency has asked bid security 2% of Contractual Value. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity………….
7. NIT is uploaded on EPAD accordingly the interested bidders are required to submit & open their bid through the EPAD-System, however, NIT envisaged that bid will be submitted and opened in the office of Procuring Agency, which is against the standard of electronic bid through EPAD. Procuring agency is required to rectify the infirmity at the earliest………
8. Procuring Agency is required to upload signed copy of NIT.
9. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA(https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred…………
10. PA is required to pay web-hosting charges.
11. Procuring Agency is required to rectify/justify the above in timely manner……….
