1- in terms of Rule-47(1) Single Stage One Envelope bidding procedure shall be used as the standard Bidding procedure for procurement of goods, works and services of simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case, which seems to be simple and routine nature, the procuring agency has used single stage two envelope procedure. Besides, evaluation criteria consist of only some documentary requirement for 'Single Stage One Envelope' procedure is appropriate. Procuring Agency is advised to furnish justification for the same. 2- • The Experience and turnover required by the P.A is not accordance with SPPRA Notification No. DD(HRF&CB) SPPRA/22-23/0942 DATED 10TH April, 2023; according to which as per Para 2.16(iv) of guideline of SPPRA for procurement of works; average annual financial turnover not less than equivalent cost of the scheme/project during last five years and Experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. In the instant case relevant experience and turnover is not as per above provision. 3-• The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010. 4- • Procuring Agency is required to upload signed copy of Bid Document(s) to enabling the bidder(s) who submit their bids by downloading Bid Document from SPPRA website as defined in the Rule-24 (2) of the SPP Rules, 2010. 5- P.A has not uploaded the Procurement committee and CRC Notifications which is required as per Rule 7 and Rule 31` of SPP Rules 2010. 6-• The criteria is required to mention minimum experience (either in terms of years). In the instant case same is missing from criteria. Justification / rectification is required. 7-• PA is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. 8-• The Procuring Agency (PA) is advised to rectify the infirmities generated by system. 9-• PA is required to pay web-hosting charges. 10-• Procuring Agency is required to rectify/justify the above in timely manner.
