Preliminary Assessment / Observations / Findings: EPADS-S-250582391 Shaikh Ayaz University, Shikarpur Re-Tender for the Supply, Installation, Testing, Commissioning and Training of Solar System 50 KW PA is required to upload newspaper clipping of NIT published in widely circulated at least three leading daily of Urdu and Sindhi language in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids PA has not uploaded notification of Procurement Committee, Complaint Redressal committee as per Rule-7&31 of SPPRA Rules, 2010, which is required to be uploaded at the earliest/ prior to opening of bids. PA has not uploaded the Annual Procurement Plan in bidding documents as per Rule-11 of SPPRA Rules, 2010. PA is advised to upload APP on EPADS prior opening of bids. Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). PA has mentioned that Affidavit on stamp paper of Rs.100 that firm has not been black listed by any Government, Semi Government be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted suppliers by any government/donor agency”. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
