EPADS-S-250261627 AIGP/LOGISTIC CPO SINDH, KARACHI AMOUNTING TO RS.82.55 MILLION WORK:- PROCUREMENT OF ARTICLES OF UNIFORM & PROTECTIVE CLOTHING FOR THE YEAR 2024-2025 Original purchase receipt has been asked as mandatory requirement for evaluation. Justification is required that if a bidder submit his bid by downloading the bidding documents from SPPRA website as mentioned at Rule-24(2) of SPP Rules, 2010 then how he provide original purchase receipt. Procuring Agency has not mentioned the turnover in terms of Authority’s letter No. DD (HRF&CB)/SPPRA/22-23/0942 Dated 10.04.2023 Turn over of at least last five years is required. PA is required to rectify the infirmity at the earliest to ensure compliance of Authority’s letter dated 10.04.2023 in terms of Rule-46(i)(ii). PA is required to mention turnover and enhance response time accordingly. Procuring Agency has not uploaded Annual procurement Plan in terms of Rule-11 of SPP Rules, 2010, PA is required to upload the same prior to opening of bids. The Affidavit to the effect that bidder is not currently black listed by procuring agency be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted suppliers by any government/donor agency”. Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). Procuring Agency has not uploaded the above mandatory requirement of NIT, the same may be uploaded prior to opening of bids. The Procuring Agency is required to pay web hosting charges. The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV)SGA&CD/4-13/6 dated 20th April, 2017. Procuring Agency (P.A) is required to rectify the observation generated by the system.
