Preliminary Assessment / Observations / Findings: EPADS-S-241241057 Director (Works & Services), Dow University of Health Sciences Karachi Procuring Agency has asked Affidavit of firm that it is not blacklisted. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. NIT consists of 05-items/works, whereas P.A has posted bidding documents of only 01 items, P.A has advised to upload bidding documents of remaining work and extend the response time accordingly. PA has not uploaded the Annul Procurement Plan in bidding documents. PA is advise to upload APP on EPADS prior opening of bids. PA has not uploaded notification of Procurement Committee/Complaint Redressal Committee, which is required to be uploaded at the earliest/ prior to opening of bids. PA is required to upload signed copy of bidding documents, enabling bidders to submit their bids by downloading B.Ds from SPPRA website in terms of Rule-24(2) of the SPP Rules, 2010. Procuring Agency (P.A) is required to rectify the observation generated by the system, The Procuring Agency is required to pay web- hosting charges The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV)SGA&CD/4-13/6 dated 20th April, 2017.
