1. Procuring Agency may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition 2. Original purchase receipt has been asked as mandatory requirement for evaluation. Justification is required that if a bidder submit his bid by downloading the bidding documents from SPPRA website as mentioned at Rule-24(2) of SPP Rules, 2010 then how he provide original purchase receipt. 3. Procuring Agency is required to upload signed copy of Bid Document(s) to enabling the bidder(s) who submit their bids by downloading Bid Document from SPPRA website as defined in the Rule-24 (2) of the SPP Rules, 2010. 4. NIT consists of different type of procurement i.e. Works and Goods for which P.A is required to upload separate bid documents in compliance of Rule-21(3) of SPP Rules. Besides, P.A is required to provide criteria for Civil Works as required relevant provision of SPP Rules and Guidelines. 5. The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010. 6. Procuring Agency has not upload signed copy of procurement plan, which is required to be uploaded as per Rule-11(3) of the SPP Rules, 2010. 7. P.A is required to upload notification of Procurement Committee in compliance of Rule-7 and CRC in compliance of Rule-31 of SPP Rules 2010 8.PA is required to pay web-hosting charges. 9.PA is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017.
