Preliminary Assessment / Observations / Findings: EPADS-S-250492072 Excise Taxation and Narcotics Control Dept Purchase of Hardware/IT Equipments PA is required to upload newspaper clipping of NIT published in widely circulated at least three leading daily of English, Sindhi & Urdu language in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). PA has not uploaded Notification of Procurement Committee & Complaint Redressal Committee, as per Rule-7&31 of SPPRA Rules, 2010, the same may be uploaded prior to opening of bids. Procuring Agency has not uploaded Annual Procurement Plan as per Rule-11 of the SPPRA Rules, 2010, the same may be uploaded, prior to opening of turn. Procuring Agency has not mentioned the amount of turnover in Bidding Documents. PA has not uploaded Integrity Pact as per Rule-89 of SPPRA Rules, 2010, the same may be uploaded, prior opening of bids. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
