(1) In terms of Rule-47(1) Single Stage One Envelope bidding procedure shall be used as the standard bidding procedure for procurement of goods, works and services of simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case, which seems to be simple and routine nature, the procuring agency has used single stage two envelope procedure. Besides, evaluation criteria consist of only some documentary requirement for 'Single Stage One Envelope' procedure is appropriate. Procuring Agency is advised to furnish justification for the same. (2) Criteria is not containing the Annual Turn over (3)Procuring Agency is required to upload signed copy of Bid Document(s) to enabling the bidder(s) who submit their bids by downloading Bid Document from SPPRA website as defined in the Rule-24 (2) of the SPP Rules, 2010.
