In terms of Rule-47(1) Single Stage One Envelope bidding procedure shall be used as the standard bidding procedure for procurement of goods, works and services of simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case, which seems to be simple and routine nature, the procuring agency has used single stage two envelope procedure. Besides, evaluation criteria consist of only some documentary requirement for 'Single Stage One Envelope' procedure is appropriate. Procuring Agency is advised to furnish justification for the same. (2) Rs.10,000/- has been asked in account of Tender Fee. In terms of Rule-20(2), the Procuring Agency is required to ensue that fee charged for bidding document shall not exceed the cost of preparation and printing of the documents. Justification / rectification is required. 3) Procuring Agency has not uploaded copy of notification of Procurement Committee in compliance of Rule-7 and CRC in terms of
