i.The CRC not comprise independent Professional as required under Rule-31 of SPP Rules, 2010. The procuring agency is required to re-notify the CRC comprising Independent Professional from relevant filed. ii.The NIT and bidding documents do not contain a detailed and unambiguous evaluation criteria required in terms of Rule-21(1)(h) and 21(A) of SPP Rules, 2010. The procuring agency is required to provide a clear and unambiguous evaluation criteria and extend the response time accordingly. iii.Procuring Agency has asked affidavit that firm should never been blacklisted by the Government Department. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. vi.PA has mentioned in mandatory / eligibility criteria 1 (ii) that at least one similar nature of work having minimum cost 80% of the estimated cost of the work executed during past 3 years duly supported with completion Certificate from respective department and SPPRA ID’s showing Bid Evaluation Reports. PA is advised to rephrase the condition as per SPPRA Notification dated 10th April, 2023. v.The PA has mentioned in eligibility criteria Note that “after financial bid opening, the technical proposal will be opened”, which creates confusion. Clarification is required.
