Preliminary Assessment / Observations / Findings: EPADS-S-241130989 University of Sufism & Modern Sciences Bhitshah Estimated cost 20.10 million The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. PA has not uploaded notification of Procurement committee, Complaint Redressal committee, which is required to be uploaded at the earliest/ prior to opening of bids. PA has not uploaded the Annul Procurement Plan in bidding documents. PA is advise to upload APP on EPADS prior opening of bids. Procuring Agency has asked affidavit that firm should never been blacklisted by the Government Department. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. Tender Fees not mentioned in the NIT and Bid Security would be provided within envelop, PA is required to clarify prior to opening of bids. PA is not uploaded the copy of Notice Inviting Tender in EPAD. PA is advise to upload NIT prior opening of bids. Procuring Agency (P.A) is required to rectify the observation generated by the system, The procuring agency is required to pay NIT hoisting charges in accordance with this Authority’s letter dated 18.05.2018 available on the following link of the Authority’s website http://www.pprasindh.gov.pk/policies/Policy18May2018.pdf Estimated Cost of NIT /EOI / RFP (Cumulative) Hoisting Charges up to Rs. 1.00 Million is Rs. 5,000. Above Rs. 1.00 Million and up to Rs. 200 Million is Rs. 10,000. Above Rs. 200 Million is Rs. 15,000 Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/6 dated 20th April,2017.
