Preliminary Assessment / Observations / Findings: EPADS-S-241241020 Provide & Supply of Printing material, Office Stationary & I.T equipment/Machinery for Examination Department SMBB Medical University Larkana. Planning, Procurement & Logistic Officer SMBBMU. The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. PA has not uploaded the Annul Procurement Plan in bidding documents. PA is advise to upload APP on EPADS prior opening of bids. PA has not uploaded notification of Procurement Committee/Complaint Redressal Committee, which is required to be uploaded at the earliest/ prior to opening of bids. PA is required to upload signed copy of bidding documents, enabling bidders to submit their bids by downloading B.Ds from SPPRA website in terms of Rule-24(2) of the SPP Rules, 2010. Procuring Agency (P.A) is required to rectify the observation generated by the system, The Procuring Agency is required to pay web- hosting charges. The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV)SGA&CD/4-13/6 dated 20th April, 2017 It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules. 2010 in letter and spirit.
