(1) As per estimated cost of works i.e under 2 million and P.A has mentioned the completion period of 06-months seems too long, justification is require. (2) Specification of most of items shown in Non Schedule Items is missing. Rectification under Rule-13 of SPP Rules is required. (3) The Procuring Agency has not required the mandatory requirement for the evaluation of bids for qualification. Resultantly, bidders who will not provide some mandatory requirement like experience or bank statement, etc, will not get marks eligible for qualification. Rectification is required. (4) In terms of para 2.16 (iv) of the guideline of SPPRA for procurement of works circulated vide SPPRA Notification No. DD(HRF&CB)/ SPPRA/22-23/0942 dated 10th April, 2023; according to which relevant experience of similar nature of works ( at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during the last five years, in the instant case P. A has asked for relevant experience of three years only, but in the instant NIT P. A has not mentioned the time period or the experience of how many years. Rectification is required. (5) The criteria must clearly mention minimum requirement e.g. minimum experience (either in terms of years or contracts over a period of time) and minimum amount of turn-over in terms of Rule-46(1)(a). Procuring Agency is required to extend the response time accordingly. (In place of underlined text, mention the information not provided in bidding documents /criteria.)The bidding documents do not contain amount and manner of payment of performance security required in terms of Rule-21(1)(d) of SPP Rules, 2010. Before proceeding further procuring agency is required to upload bidding documents and extend the response time accordingly
